Programme policy and strategy formulation

The introduction of Zambia’s Agricultural Sector Investment Programme in 1995 brought a major shift in national agricultural policy. As Acting Coordinator of the Livestock Development Programme (LDP), I was part responsible for a restructuring of this Netherlands’ supported programme in line with ASIP.

The introduction of Zambia’s Agricultural Sector Investment Programme (1996) brought a major shift in national agricultural policy. As Acting Coordinator of a Dutch funded development programme, I was part responsible for its restructuring in line with ASIP. As a freelance consultant I advised on issues including: the integration of projects into national programmes; how to address cross-cutting issues (food security, gender) in a context of vertical sector support; and the strengthening of non-state actors (farmers’ unions, stakeholder platforms) to enable a redivision of responsibilities under sector wide strategies.

Rural enterprise development

 Within the Livestock Development Programme, I brought about a shift in focus away from production and health towards marketing as our entry point. To this end, I helped set up an NGO and associated Livestock Development Fund to support local entrepreneurs. I co-authored and -organized (diploma) courses in entrepreneurial skills and, as member of the LDF-board, appraised and monitored loans.

 Capacity and institution building experience

 As Socio-economic Advisor, I helped stakeholders identify their opportunities and responsibilities in an increasingly liberalised market economy. As a consultant I supported the development and strengthening of CBOs, Producers’ and Traders’ Associations and local NGOs as well as promoting the cooperation between actors in the public, private, community and NGO sectors.

 Communication and networking skills

 Since 1998, I have helped organise annual fora on sector wide reform which have become an important regional platform of exchange. (Harare 98; Lusaka 99; Harare 00 and Accra 01; see www.gtz.de/snrd or http://remote4.acdi-cida.gc.ca/swaps). In a series of papers and articles, presented at national and international platforms, I contributed to issues arising from these (and other) fora being addressed at decision-making levels.

Preparation of discussion paper and presentation for the regional project: Support to the Strategic Partnership with Africa (SPA) on the need for Regional Rural Development as an instrument to bridge the implementation gap between Poverty Reduction Strategies and Sector Programmes.

April 02 Participation in development: A Critical Assessment – Humboldt University. A presentation to Entwicklungspolitische Diskussionstage (16 to 19 April 2002) discussing the use of participatory approaches in development (Berlin, Germany).

Sep 01 – Dec 01 Regional Forum on Sector Wide Approaches: do they really help the poor? – IFAD / GTZ. Co-organised the regional forum (13 to 16 November 2001); compiled the programme; identified key-note speakers and topics; prepared keynote address.

Oct 01 Regional Rural Development Update: Prepared digital graphics for, and did the final editing and proof-read of the (100 page) publication on Regional Rural Development: a regional response to rural poverty? by T Rauch, M Bartels and A Engel (2001) GTZ.

Aug 00 – Mar 01 Preparation of guidelines on Participation in Sector Programmes - Strategic Partnership with Africa (SPA) – GTZ. Information is collected and analysed from SP implementing countries; dealing with major stakeholder groups (eg public and private sectors, civil society) and discussing key crosscutting concerns (eg institutional reform, legislation, decentralisation, capacity building).

Feb 00 Seminar on Sector Wide Approaches focussing on Partnership – Irish Aid. Attended the annual meeting of the Like-minded Group of Bilateral Donors, organised by Irish Aid. Presented a paper titled Towards effective participation in Sector Programmes: acknowledging ‘winners and losers’ as part of programme design (Dublin, Ireland).

Nov 99 – Mar 00 Analysis of the Participatory Extension Approach (PEA) and the Participatory Integrated Development Approach (PID) - GTZ. Carry out a comparative analysis of participatory approaches used by projects working through agricultural staff and local government staff respectively. Issues of impact, cost-benefit, sustainability, wider applicability and extent/scope for institutionalisation are addressed. A stakeholder workshop will be facilitated to discuss findings and (where necessary) agree on adaptations in the approaches (Zambia).

Oct 99 Special Programme of Assistance (SPA) Meeting - GTZ. Prepared a background paper on Stakeholder Participation in Sector Programmes based on the findings of the Regional Forum in Lusaka. Presented the paper during the SPA Meeting in Paris on 14-19 Oct (Paris, France).

Sep 99 Regional Forum on Stakeholder Participation in Sector Programmes - IFAD / GTZ. Co-organised the Regional Forum (20-23 Sep); identified key note speakers and topics, edited abstracts, assisted key note speakers with their presentations; presented keynote paper on Participation of vulnerable and non-articulate stakeholders; edited proceedings (Lusaka, Zambia).

Jun – Aug 99 Women, smallholder farmers and the Agricultural Sector Investment Programme - GTZ. A consultancy to assess the whether ASIP and it’s sub-programmes address the needs of more vulnerable stakeholders. Facilitated a workshop in Lusaka (10-12 Aug) between stakeholders, policy and decision makers and donor representatives during which an Action Plan was formulated (Zambia).

May 99 Support to the Animal Production and Health sub-Programme - RDP Livestock Services BV. Backstopping mission to the APHsP under the Agriculture Sector Investment Programme (ASIP). Issues addressed included cattle marketing, livestock marketing information systems, community based animal health care, veterinary input supply and general stakeholder strengthening (Zambia).

Mar - Apr 99 Support to the Zimbabwe Farmers' Union - DFID. Facilitated a workshop representing the first part of a support programme to the Zimbabwe Farmers' Union (ZFU), financed by DFID (Zimbabwe).

Nov 98 - Mar 99 Food Security and the Sector Programme Approach - GTZ. A consultancy on the integration of a food and nutrition security concern in a sector programme context. Reference is made to selected GTZ funded Integrated Food Security Projects (Mozambique, Zambia and Malawi).

Dec 98 - Jan 99 Stakeholder participation in the Agricultural Services and Management Programme - DFID. A consultancy to identify a programme of support to selected stakeholders in the DFID supported Agricultural Services and Management Programme (ASMP). Emphasis was on farmers' associations with smallholder representation (Zimbabwe).

Sep - Oct 98 Training Workshop on Sector (Investment) Programmes in Agriculture - GTZ Sector Network Rural Development. Designed and facilitated an international workshop on agricultural sector programmes. Compiled and edited the proceedings (Harare, Zimbabwe).

Overall coordination of the SEAT, a five-member team comprising a sociologist, a socio-economist, two economists and a gender analyst. Responsibility for all socio-economic work in the project.

West African Dwarf Goat Project, Ile-Ife. Practical training period as part of a BSc Degree in Tropical Animal Production. Carrying out a nutritional experiment, assisting in the introduction of a management package for goat production at village level and compiling a detailed project evaluation.
